These days, moddig H&D2 is not so easy as it could be for other games. Despite I've realized an editor, it's still necessary to undestand how files work, and, sometimes, to correct them using a lower level editor.
DTA Extractor (download)
This utility unpacks .DTA files from H&D2, creating the MAPS, MODELS, MISSION, etc. directories. See the .DTA page for further details.
Tiny Hexer (download)
This is an hex editor, free and quite complete. With this software you can inspect every file and see what's the content. You can use whatever hex editor you like, and results will be more or less the same.

DC|ED (download)
This is an editor designed for Mafia. Since H&D2 programmers were the same as Mafia, this editor can open some files from H&D2 too - especially .bin ones - even with some bugs.
